At the end of February 2025, social networks discussed the news that the authorities of some American states, despite the return of the Conservative President to the White House, continue to introduce gender-neutral terms. We checked whether such a statement against the state of Wisconsin is true.
Russian-speaking Telegram channels and Internet users reported that the Governor of Wisconsin Tony Evers allegedly proposed to update the state legislation so that the language used there meets the standards of gender neutrality. In particular, the term “father” should be replaced with “parent”, “husband” and “wife” with “spouse”, and “mother” - with a “fertilized face” or “a parent who gave birth to a child”. Posts about this appeared, for example, in Telegram channels "Pool number 3"(69,000 views at the time of writing this analysis),"There are only girls in jazz"(66 000), URA.RU (65,000), "Yuhu Moscow"(50,000) and"SVTV News - Libertarian media"(42 000), as well as on user pages X And Facebook.
Some Russian -speaking resources set a link to news Fox News American television channel on February 22, others on similar discussions on the English -language Internet, primarily on fast Billionaire Ilon Mask in his own social network X of February 25, which gained 35 million views. The businessman, in turn, refers to tweet user Libs of Tiktok, which, along with the signature "What kind of garbage is going on in visconsin?" Published an image resembling a slide from a presentation. The headline on it reads: “Recommendations on the budget of Wisconsin, 2025-2027”, and it says below:

However, on February 21, the public radio host Dan O’Donnel paid the public attention to the alleged bill. He Published In the X screenshot of the document with editorial editing, accompanying it with the signature: “Exclusive: Governor of Wisconsin, Democrat Tony Evers presented a bill that will change the state’s legislation by replacing the word“ mother ”with“ fertilized person ”.”

On website of the Legislative Assembly of Wisconsin “Verified” found a document to which this screenshot belongs. This is a fragment of one of 1917 pages bill No. 45, which February 18 We discussed in the Senate, the upper house of the legislative body of this state.
At the beginning of the document, it is said that the bill contains the recommendations of the Governor on budget allocations for 2025–2027 financial years and affects a wide range of issues. One of the proposed changes is the amendment to the wording of the laws of Wisconsin regarding various aspects of parenthood. Further (c. 86) it is specified: “In addition to bringing references to spouses to gender-neutral form in the law, the bill determines how the same-sex couples can be legal parents in marriage, and with some exceptions the mention of“ mother ”and“ father ”and related terms of gender and neutral” makes the mentions of the law.
Nevertheless, the term “fertilized face” is found in the current version of the bill only twice, and both times in the section on artificial insemination.

In other contexts, the bill proposes to use words such as “parent” or “spouse”, and in some cases the word “mother” is still used.
February 24, Governor of Tony Evers, commenting on viral posts in social networks, declared: “Everything that we do is give people who use IVF (I think the Republicans are generally not against this), confidence, legal confidence that the mother will be able to get all the help she needs. That's all. I did not know that the Republicans are against IVF, but it came out so because we are talking about it. Mom is mom, dad is dad. "
Thus, the term "fertilized person" in the documents of the Visconsin state is proposed to be used only in the context of the extraperture procedure. The initiative is still contained only in the bill, the discussion of which continues. At the time of publication of this analysis of the new hearings of this bill in the Senate of Wisconsin, it did not pass.
