At the beginning of June 2024, messages circulated on social networks that due to mobilization in one Ukrainian healthcare institution, the staff shortage amounted to 85%. As evidence, a photo of the visiting hours schedule is provided. We have verified the authenticity of this photo.
Telegram channel «Ukraine.ru”(124,000 views) in a post published on June 3, comments on the photo: “Schedule of doctors’ appointments in one of the Poltava hospitals. Even without knowing the Ukrainian language, it is clear that the medical institution does not have 85% of specialists. They were either mobilized, died, or fled abroad. It is clear that without their help the number of people living in Poltava will decrease. Zelensky’s plan to destroy the people of Ukraine is in action.” Authors of some other publications extrapolate shortage of personnel in one hospital for the entire city. Channel "Another Ukraine”(22,000 views) claims that such a chart hangs in one of the Poltava clinics: “You can get to an infectious disease specialist, an endoscopist and a proctologist. There are no other doctors: some wash floors in Europe, and some apply plantain to the military at the front.” Channel "Dill fresh"(5600 views) clarifies that this information was sent by his subscribers.
According to TGStat, at the time of writing this analysis, about 70 similar posts appeared on Telegram, which in total received more than 700,000 views. For example, such posts were published by the channels “Sheikh Tamir"(199,000 views), "Kot Kostyan - official channel"(85,000), "Open Ukraine | Open Ukraine"(54,000), "Denazifier" (37,000), ""Special Operation Z" | Yuri Podolyaka+" (29,000) and "The collective farm is a voluntary business Ruslan"(24,000). Similar publications can be found in Odnoklassniki (examples here And here), "VKontakte" (here, here And here) and on news websites.
The name of the institution where the photo was taken is not mentioned in any of the publications mentioned above. At the top of the viral image, in Ukrainian, it is indicated that this is the doctors’ work schedule, according to which only proctologist Z. I. Mishura, infectious disease specialist G. L. Pilko and endoscopist O. I. Prigoda can really see patients.
“Checked” found out that all three people mentioned are real doctors. However, according to Ukrainian medical websites, Zoya Tinsel last few years worked not in Poltava, but in Kyiv. In turn, Ganna Pilko And Oleksandr Prigoda - employees of the 3rd city clinical hospital of the Poltava City Council. On the website of the electronic patient system Helsi on the page of this institution indicated 42 doctors, most of whom can be made an appointment through an online service, and the rest through an on-site registration desk.
On this page Poltava hospitals in Google Maps we found uploaded in March 2019 photo, which almost completely coincides with the viral one: it has the same highlights, shadows and angle. However, at the top of the photo from five years ago, the name of the medical institution is indicated, but on the distributed version it has been erased. In addition, on the photograph we found there are no marks about absent doctors (“nі”) - instead, the names of doctors with whom you can make an appointment are indicated.
Fact checkers from the project "Gvara Media" contacted to the 3rd City Clinical Hospital of the Poltava City Council with a request to comment on the viral photo. The administration of the institution reported that the picture, as well as the information about the staff shortage due to mobilization, does not correspond to reality. Journalists were also sent the current work schedule of doctors at this hospital. In this photo you can see that opposite each specialty is the surname and initials of the employee.
We found the earliest fake publication among those tracked by “Verified” in the Telegram channel “Odessa public television Z" There, the post appeared on June 3 at 13:20 Moscow time and received more than 6,000 views. This channel is already mentioned in three of our cases - in all cases, he distributed edited photographs discrediting Ukrainian President Vladimir Zelensky and his wife Elena.
Thus, the photo of the schedule of the Poltava hospital, which allegedly employs only three doctors, was edited, and the original photo was taken more than five years ago. At the time of publication of this analysis, there was no staff shortage in the medical institution, which is confirmed by data from online services, statements by the administration and a snapshot of the current work schedule of doctors.
