Is it true that Ukraine has deprived veterans of the Great Patriotic War of support?

At the beginning of 2024, news began to spread on social networks: the Ukrainian authorities canceled measures to support WWII veterans, deciding to withdraw from the agreement concluded by the CIS countries on benefits for war participants. We decided to check if this is true.

On January 6, many popular Telegram channels wrote that the Ukrainian Cabinet of Ministers had canceled benefits for veterans of the Great Patriotic War. For example, this was reported Readovka (938,000 views at the time of writing this analysis), “Sanya in Florida"(438,000), "Truthfulness"(235,000), "Observer👁️" (227,000) and "Uncle Slava"(195,000).

January 5 Cabinet of Ministers of Ukraine accepted resolution on sending to the Verkhovna Rada the bill “On withdrawal from the Agreement on the establishment of additional benefits and material assistance for participants in the Great Patriotic War, wartime home front workers and widows of fallen soldiers in connection with the 50th anniversary of Victory in the Great Patriotic War of 1941–1945.”

From the title of the document it follows that the decision must be made by the Verkhovna Rada. The website of the Ukrainian parliament states that the bill was registered on January 8, 2024, transferred to the relevant committee on January 10, and sent to deputies for review on January 11.

At the time of writing, the bill still has not been put to a vote.

On January 5, the day the government resolution was published, the representative of the Cabinet of Ministers in the Verkhovna Rada Taras Melnichuk explainedthat the bill appeared as part of minimizing contacts with the CIS. In addition, Melnichuk clarified that the agreement on supporting WWII veterans has lost its relevance: assistance to war participants is provided for others by law — “On the status of war veterans, guarantees of their social protection.”

Article 2 of this document states that no benefits, including those established by the legislation of the former USSR, can be canceled without a full replacement. In Articles 6 and 9, among the persons recognized as participants in hostilities, veterans of the Second World War are directly named. And Article 12 explains exactly what benefits they are entitled to.

Thus, reports about the deprivation of support in Ukraine for veterans of the Great Patriotic War are untrue. Firstly, the bill on withdrawal from the agreement concluded within the CIS has not yet been adopted. Secondly, even after the adoption of the document, veterans will not lose their benefits - payments are provided by other legislative acts.
