The other day there was news on Telegram: supposedly TV presenters in the United States announced the video with the words “An impatient dog buzzes and barks at its owner,” but the President of Ukraine appeared on the screen instead of the dog. We have verified the authenticity of the viral recording.
The video, which went viral on social media on February 13, 2023, lasts 22 seconds and is a recording of a news program on KCCI 8 News, more specifically, a story about “an Ohio puppy who is attracting everyone's attention.” In the TV presenter’s Telegram channel Vladimir Solovyov (328,000 views at the time of writing this analysis), the video is accompanied by the following caption: “On American television, the presenters wanted to show a funny video and announced it like this: “An impatient dog buzzes and barks at its owner.” But, just like with a black hole, something went wrong and instead of a puppy they showed a video about Zelensky asking for something again.” A TV presenter also shared the recording of the alleged blunder. Ruslan Ostashko (115,000), radio host Armen Gasparyan (48,000), as well as channels "Ne.Sugar"(229,000), "Observer"(203,000), Voblya (145,000), "War history weapons" (118,000), "Couldn't have said it worse"(74,000), "Teledno"(50,000). Many publications about the video with the dog and Vladimir Zelensky mention an incident that allegedly occurred several months ago on another American television channel - WDIV-TV (Local 4). In October 2022, a recording went viral on the Internet in which Zelensky’s speech was allegedly accidentally included on the air of that channel instead of the sounds of a black hole, which is why the TV presenters began to laugh. "Verified" sorted it out these messages: the recording of the program turned out to be edited, and in the original the presenters laughed at the funny sounds in the recording, which was provided by NASA.
Now for the new viral video. It shows words of gratitude that Zelensky said February 8, 2023, at the very beginning of its speeches in front of both houses of the UK Parliament during a recent visit to London. At the same time, at the end of the video distributed on social networks and the media, an announcement of the next story with a frame from the cartoon “The Lego Movie: Batman", which was released back in 2017.
Video entitled “The presenters laugh at the honking dog” appeared on the official website of KCCI 8 News channel on February 20, 2017. Published the same day announcement We found this story on the channel’s verified Twitter account. The broadcast was about a dog named Diamond, who filmed in Grove City, Ohio. Thus, on the air of the KCCI 8 News channel in 2017, there was no way they could have mistakenly shown a recording of Zelensky’s speech, which he gave in 2023. Six years ago, Zelensky was not even the president of Ukraine—he won in the elections for the post of head of state only in 2019.
Determining the exact source of a fake video is problematic due to the variety of wording with different keywords. The earliest publication “Verified” was found in the Telegram channel “Sheikh Tamir", where the post, which received more than 150,000 views, was posted on February 13, 2023 at 13:58 Moscow time.
