Is it true that NATO sent infected donor blood to Ukraine?

In the Russian media, information appeared that NATO transmitted canned blood for the Ukrainian military, in which Ukrainian doctors found HIV and hepatitis. We checked whether this is so.

Most of the media who have published this news refer to fast Anonymous Telegram channel Mash. According to the post, information about infected blood leaked "from the archive of the Prime Minister of Ukraine Denis Shmygal, who hacked the hackers from Kombatant." Documents from this archive were sent to the authors of the Mash channel in an email, in which an unknown sender Writes In English: “Our friends from the Kombatant hacker group hacked the internal database of the office of Ukrainian Prime Minister Denis Shmygal. There about the Russo-Ukrainian war. We will publish the first part of secret documents. ” From itself, the Mash channel adds that the Ukrainian Ministry of Health allegedly requested 62 thousand liters of blood from NATO, as he was acutely in need of blood for the wounded in Odessa, Nikolaev, Dnipropetrovsk, Kharkov and Zaporizhzhya regions. Where did Mash get these details - the channel does not specify.

Also in his post, Mash attaches photos of documents from the hacked archive of the Prime Minister of Ukraine. The first two images are a photo of a letter allegedly written by the Minister of Health of Ukraine Viktor Lyashko in the name of the Prime Minister. In this letter, Lyashko describes the situation with infected donor blood that came from NATO countries: 

  • The Ministry of Health of Ukraine conducted a selective check of canned blood packages provided by Ukraine in July-October 2022 as part of a comprehensive NATO assistance program.
  • During the audit, the Ministry of Health identified HIV in samples, as well as viruses that cause hepatitis B and C, mononucleosis and cytomegalovirus infection.
  • The Ministry of Health announced the inadmissibility of the purchase of blood supplied in African countries.
  • Ukraine asks NATO for 680 million UAH for the prevention and treatment of chronic viral diseases, as well as the launch of a joint program to scresh military personnel of the Armed Forces of Ukraine, which have already received donor blood.

The electronic analysis of the image did not show obvious signs of photomontage. Nevertheless, a few days after the appearance of photographs of this document, the Ministry of Health of Ukraine called the document a fake and Published refutation. Thirdly, the Ministry of Health claims that the “letter” does not meet the requirements for the preparation of official documents in Ukraine. 

In addition, as noted by the Ukrainian factory agency Stopfake, according to the digital signature of the Minister Lyashko, the document was signed on February 24, 2022, although it is about blood tests staged only in July-October 2022. The unique serial number of this digital signature has already been used in another fake documentposted on the Internet by the Ministry of Defense of the Russian Federation. In this document dated February 24, 2022 (the first day of “special operation”), the Ukrainian Ministry of Health allegedly orders to urgently destroy biological pathogenic materials. We also compiled both electronic signatures and came to the same conclusion that colleagues.

Thus, the letter published by the Mash Telegram channel is fake. It is difficult to install its author, since the Mash channel does not specify who exactly sent them documents from the supposedly hacked archive. The authors could be hackers from the Kombatant group, and the “friends of the hackers” who shared “secret documents” with the Mash channel, and the authors of the Telegram channel themselves.
