Is it true that Ukrainian refugees caused forest fires in Spain?

A fragment of a report from the Spanish TV channel RTVE appeared on Russian social networks - according to it, fires in Spain started due to the fault of Ukrainian refugees who burned a Russian flag in the forest. We checked if this is true.

Russian Media And users social networks reported an incident allegedly caused by Ukrainian refugees in Spain. While trying to burn the Russian flag on camera, the Ukrainians allegedly started a forest fire. Media refer to the news report of the Spanish TV channel RTVE, and social network users also bring fragment video report. In the news ticker, against the background of footage of a scorched forest, it is written in Spanish: “The fire started because of Ukrainian refugees who burned the Russian flag on camera.”

RTVE's news ticker reported that Ukrainian refugees burned a Russian flag and accidentally started a fire. It is also clarified that additional information about news from the ticker can be found on the website rtve.es. However, we were unable to find any mention of the incident with Ukrainian refugees on website TV channel. Also, they are not in any Spanish-language media.

Russian-language publications contain additional details of the incident. Editions "People's News" And "Economy Today" They report that the incident occurred near a Spanish village, but do not specify its name. RIA FAN adds that, according to RTVE, “those who started the fire will face heavy fines” and possibly criminal liability. All publications claim that 31 hectares of forest burned as a result of the fire. But social networks They say about 31,000 hectares of burned forest, which corresponds to the number indicated in fragment RTVE video report. According to the caption on the screen, “catastrophic fires in the municipality of Losacio, Zamora province, destroyed 31,000 hectares.”

In numerous RTVE publications about the 2022 forest fires marked Several reasons - mainly extremely high temperatures and thunderstorms. None of the articles mention human activity or, in particular, the accidental burning of forests by Ukrainian refugees.

We managed to find the complete release RTVE news about fires in Losasio. The video posted on social media shows the TD logo in the lower left corner and simultaneous sign language translation in the lower right. It comes out in this format program news Telediario en lengua de signos. Dedicated to fires in Losacio, Zamora province release for July 22. Judging by the time stamp on the video from social networks, the episode we are interested in aired at 15:34:06. However, in the Telediario episode on the RTVE website at that time there was a story with another reporter and another sign language interpreter. The footage shown in the video from social networks aired in the same episode, but a few minutes earlier - at approximately 15:26:43.

Video from social networks (left) and from reportage RTVE (right)

In two videos - from social networks and from RTVE - everything is the same except the text of the creeping line. Instead of news about Ukrainian refugees, RTVE reports about the monkeypox virus and the detention of a driver in Madrid. It is obvious that the video from social networks was edited: the original ticker was replaced with text about Ukrainian refugees. The earliest edited video we could find is uploaded VKontakte group “New Petersburg”. In the group description, administrators encourage subscribers to share content through the “suggest news” function. Perhaps someone sent this fake video as news, and the moderators published it without checking for accuracy.

Thus, the text about Ukrainian refugees was superimposed on the original video using computer technology. And reports about the burning of the Russian flag, which led to forest fires in Spain, are fakes created by social network users.
