Is it true that a court in Peru accused Bill Gates, George Soros and the Rockefeller family of creating the coronavirus?

In January 2021, many media outlets around the world reported that those responsible for the COVID-19 pandemic had been found in a Latin American country - they allegedly turned out to be several American businessmen. We checked whether such a charge was actually brought.

Conspiracy theorists could not help but be pleased with the news that the official authorities of at least one state have finally become interested in the connection between the coronavirus pandemic and the insidious plans of the richest people on the planet. On the other hand, such accusations are usually directed specifically at the founder of Microsoft, who supposedly wants to reduce the world's population. Accusations against other businessmen have traditionally been more general and were concluded in creating a “world government” that secretly controls humanity. Under loud headlines, articles about the decision of the Peruvian court appeared in Russian media of different directions: from Sputnik And Life.ru to TJournal.

In their materials, Russian journalists refer to their Latin American colleagues - in particular, to the material in the publication Pasión por el Derecho and radio station RPP. As Peruvian media reported, the allegation that the coronavirus was developed at the request of Gates, Soros and the Rockefellers appeared in a decision of a local appeal court in the Ica region. Judges Tito Gallegos, Luis Legia and Tony Changaray brought forward the accusation in their resolution.

IN appeals, which the court considered on December 21, 2020, does contain the following fragment: “The criminal process has been paralyzed due to the COVID-19 pandemic, created by the criminal elites who dominate the world; it paralyzed activity in almost all countries of the globe, and no one could imagine its appearance and continuation in the future. This event is "unpredictable" in nature and is a justifiable reason that has and will continue to hinder not only the work of the magistrates' courts, but also all economic, social and cultural activities, as is currently happening in our country with the existing restrictions. Therefore, no world government, individual or entity, or defendant's defense can claim that this pandemic has a "foreseeable" quality, with the exception of the creators of the new world order such as Bill Gates, Soros, Rockefeller and others."

It was this fragment that was actively replicated by media around the world. However, the document itself does not contain a description of the investigation during which officials came to the corresponding conclusion. Peruvian judges also do not refer to any evidence or expert assessments. It is also important to note the fact that the meeting was not devoted to the case against Gates, Soros and the Rockefellers and had nothing directly to do with the pandemic or its economic and social consequences.

To understand the judges' motivations, it is necessary to take into account the type of case they heard. It turned out that the issue of extending pre-trial detention for a man accused of rape was being considered. The defense advocated changing the preventive measure, because due to coronavirus restrictions, the sentencing was significantly delayed. When considering the appeal, the court decided to use the norm of Peruvian law, according to which unforeseen circumstances can serve as justification for postponing hearings - allegedly this is why a verdict in a rape case cannot be made and the arrest needs to be extended. According to the judges, such an unforeseen circumstance was the restrictions introduced in the country due to the pandemic. Why and why they linked the pandemic to Gates, Soros and Rockefeller remains a mystery.
