A photo of the order of the Military Commissariat of Crimea was widely dispersed in the media and social networks that from September 19, departure from Crimea is possible only if there was a written permission of the military commissar. We decided to check if this information is true.

Almost all reports on the prohibition of departure are based on the photograph of the order allegedly sent from the Military Commissariat of Crimea to the Transcargo transport company. A. S. That is, theoretically, he could write such an order. However, in this case, the order itself would have appeared somewhere else: on the website of the military registration and enlistment office, in the reports of news agencies, on the official portals of the republic. Indeed, in order to have a written resolution of the military registration and enlistment office with them, people should at least know that they need it. However, it was not possible to find it anywhere else: neither the study of sites, nor the search by quotes from the document helped.

It is not obvious why the military registration and enlistment office in general could send a similar order there. If such restrictions were really introduced, they would be announced at the level of the entire region and they would be mandatory for everyone. Otherwise, the military registration and enlistment office would have to send hundreds of such letters to every company of Crimea, which theoretically can transport something across the Kerch bridge. If this were so, then on the Internet would certainly get if not photographs of such letters addressed to other companies, then at least the evidence of their employees.

It was also not possible to find mass stories of people that someone was not released from the peninsula due to the lack of permission of the military registration and enlistment office, and yet, judging by the document, the new rules should have started to act on September 19. In five days, many should have encountered problems when leaving if such an order really existed.

Further, it is reported that "they will give you permission or will be sent to the zone of special military operation, no one knows." A rather strange choice of expressions for the press service of the official department, more like intimidation than a notification of the introduction of restrictions. The text of the message has punctuation errors, which is also atypical for the press service employees. It is also worth noting that everyone else news On the site are designed differently: the photo is posted in the left upper part of the message, next to it the text. At first, the text is on the screenshot, then the photo in the entire width of the screen, then the continuation of the text. 

Advisor to the head of Crimea Oleg Kryuchkov denied this news in his Telegram channel. He wrote that "there are no restrictions on departure or entry to the peninsula." September 21 on the website of the Crimean military registration and enlistment office appeared order "On the announcement of partial mobilization." However, there is not a word in it that you can leave the peninsula only by special permits.

Thus, it was not possible to find a single confirmation - official messages, news in the Russian federal or regional Crimean media, evidence of people faced with problems when leaving - that such an order really existed. Of course, it cannot be ruled out that this was a solution that was quickly canceled, so it did not manage to enter into force or to act. However, a single photo of the document, distributed on non-authoritative sites, can hardly be considered quite convincing evidence.
